According to the news, the memo reveals that Facebook plans to turn its main feed into a discovery engine for video content. This internal memo was sent to their employees, but The Verge was able to get a copy of this memo and published it online.

While the memo was recently revealed, the first one was sent way back on April 27. This means that Facebook has probably been executing this plan for a month and a half now.
